[phpBB] Including upstream doc

Hi,

While reading the documentation about package.doc-base, I was thinking
about putting some upstream documentation [0], in an more appropriate
place [1]: FAQ.html and README.html (I'm not sure that will be policy
compatible, and "dh_installchangelogs possible" to put CHANGELOG.html
there too, but I'll look into it).

If so, what about keeping the style stuff: stylesheet.css (5656 bytes)
and images (4627 bytes also present, so symlink might be possible for a
tiny gain, I have to look further if this is policy compliant).

If so, maybe the tree "programming oriented" documents could be included
too: auth_api.html, hook_system.html and coding-guidelines.html (245208
bytes).

I'll do it in a few days (after checking the policy) if nobody speaks
against that.
